You can enable Fee Recovery under WooCommerce Settings -> Donate. Then enter the fixed amount per transaction and the variable amount per transaction.
As soon as the fee recovery option is activated and saved, a checkbox appears in the checkout. If the donor activates this, the corresponding transaction costs are added.
